Brown ground beef, breaking it up into very small pieces. Then add the taco seasoning and water, and cook according to the seasoning packet instructions.
Spread a large spoonful of the taco meat in the center of a warm burrito-size tortilla and drizzle with warm nacho cheese.
Next, place a tostada on top of the meat and cheese, top with sour cream, lettuce, tomatoes and cheese. Then place a street-size tortilla on the very top.
Fold the burrito tortilla up and over the smaller tortilla to form a packet and place, folded side down, into a heated pan. Fry until golden brown.
