Cook ground beef and jalapeños, stir in seasonings and water, and cook until water evaporates. Then remove from the heat and add the bacon crumbles.
Mix the beef mixture with cream cheese until well combined. Then add some of the mixture to the lower 1/3 of the tortillas.
Roll the taquitos tightly and place seam side down on a baking sheet. Sprinkle with salt and bake until the tortillas are crisp on the ends.
